Exchange Rate on a Specific Date (ECB, since 1999)

ECB reference rate for any currency pair on a given date; weekends/holidays use the previous business day. Useful for invoices, taxes and historical conversions.

Parameters

`date`	Date YYYY-MM-DD (default: yesterday)
`base`	Base currency (default: EUR)
`quote`	Quote currency (default: USD)
`amount`	Optional amount to convert (default: 1)
